(笔者按:本人不会写文章,想到什么就写什么,只希望帮帮这个社会,对生我养我的土地有一些贡献)
中国改革开放三十年,国内经济稳定发展,人民生活水平不断提高,随着物质生活的丰富,人们越来越关心国内公益慈善事业的发展,由国内各种公益慈善组织从政府到民间有上万个之多。越来越多的人把爱心投入到相对贫困的地区,帮助那里的人们脱离贫困和改善教育落后状况。
1989年,团中央、中国青少年发展基金会以救助贫困地区失学少年儿童为目的发起了 “希望工程”,这个工程将中国公益教育思路推向一个新的高度。越来越多贫困地区的失学儿童得到救助,同时对在未来解决当地贫困地区生活也起到很大帮助。
但我们不能不看到,由于民族传统文化缺失,经济飞速发展也让人们冲昏了头脑,拜金主义思想危害严重,不管是城市和乡镇都出现人口道德素质低下的问题。这使得我们现行的公益教育事业出现了诸多问题,文化道德教育已经越来越被一些有志之士提出,国家政府也渐渐重视到这一点。
现行公益教育出现的问题
国家政府在发展经济的同时也一直在提倡精神文明建设,但由于受经济利益的驱使,使得现代精神文明建设并没有起到很好的作用,甚至已经到了被物质利益污染的境地。所以人们对贫困地区的公益资助也受到很多因素的干扰,甚至有适得其反的效果。
一、公益资金被挪为它用。
很多贫困地区的政府部门并不关心失学儿童上学问题,他们将善心人士的捐助挪用,这个现象很多。有些被资助儿童的父母由于素质低下,对孩子上学并不重视,却依旧千方百计的用种种理由套取捐助资金。
二、  农村希望小学老师缺乏,教师素质无法保证,教师福利无法保证。
很多基金会和个体财团都在中国乡间建立了很多希望小学,官方媒体也大肆渲染这样的善举。但很少提起师资的问题,没有老师,再多的希望小学也是摆设。如果公益资金不能关注到对师资的培养和对老师未来福利的建设,那么我们并没有真正解决儿童教育问题。
三、  扶贫救困的公益教育并没有起到提升孩子道德素质的目的。
我们要清楚,扫除文盲不意味着提升素质,很多贫困地区的孩子接受资助上完小学或初中后,就因为贫困提早到城里来打工,这绝对不是一个小数字。但是在这样一个还不能判断是非的年龄走向城市是很危险的。我们清楚地看到,现在的城市里的少年犯罪率越来越高。我们的扶贫教育虽然让孩子未来有广阔的世界,可我们没有教导他们如何认识世界。
四、被资助学生缺乏感恩意识。
感恩意识是每个公民应该具备的最基本的道德素质。但我们通过电视媒体,看到很多被资助的学生(尤其是大学生)对社会救助麻木不仁,熟视无睹。一位退伍老军人倾个人之力资助过130多名学生,而这些受助学生毕业后主动与他联系并表示过感谢的,还不到10%。中国人向来提倡“滴水之恩,当涌泉相报”,但今天的状况让我们担忧。
总之,如果中国公益教育还停留在现行的框架体系上,将会很快失去民心,所以调整中国公益教育思路已经势在必行。
从国外的公益教育来思考中国
(按:笔者并没有任何宗教倾向,只是给大家一个更广的思考空间)
在西方发达国家,最大的公益教育组织决不是扶贫救困,而是文化道德、关注心灵。比如英美国国家他们最大的公益组织是以宣扬圣经文化为主体的机构,目的是启发人们的心灵,我们知道,圣经文化是西方人道德的摇篮。这个公益教育事业是政府支持,但资金却是由全民自觉发心来运作的。美国人对圣经文化机构的捐款超过篮球比赛等体育项目的好几倍。
不但欧美国家如此,很多其他地区也是如此。
以色列是一个相当有凝聚力的国家,对在二战期间期间帮助过他们的外国人至今都怀着一颗感恩的心。他们国家从二战的苦难中走过来,国力越来越强盛,但他们国家的最大的公益教育机构从来就不是扶贫机构,而是犹太文化教育机构,全民自觉自愿支持。
阿拉伯国家更是如此。
放下对宗教的偏见,我们思考一下,一个国家民族的道德文化素质提升了,救助贫困还用担心吗?
所以中国公益教育从扶贫救困转向复兴文化道德是必然的趋势。
中国文化是以儒释道三家为主体的文化,是中国人道德的摇篮。尤其是儒家文化,是真实的人性文化,是有朴素唯物主义观点的文化体系,是绝对符合全民共建和谐社会要求的。这样的文化如果未来不能建立成为中国最大的公益教育体系,对13亿的中国人来说,是一种遗憾,一种耻辱。
千万不要让文化复兴成为拜金主义的牺牲品
近十年来,越来越多的人开始关注文化复兴,各个高校以不同的方式面向大众开始传统文化课程,这是一种很好的开端。全国面向儿童开展的传统文化经典诵读运动很好的把文化从根上抓起来了,有300万的孩子学习读诵传统文化经典。
但几十年的经济发展思路使我们并没有跳出用商业模式发展文化的思路,使得传统文化成为帮助经济发展的一种附属工具。比方说:商人从儒家经典中学到经商,政治家从儒家经典中学到治国。可是不管是商业儒家还是政治儒家都不能完全代表儒家的精神——仁义之道。用经济利益地交换模式来推动一个文化,只会掩杀到一个文化的灵魂。
文化道德首先要复兴的是感恩,就是儒家的师道和孝道。没有这个为基础,我们的文化是难以与西方文化媲美,就算读经万篇,没有这个精神,没有用处。
由中国政府推动的孔子学院,其实是一种盲目的行为。很多国家的孔子学院只是成为教外国人汉语和商业谈判的场所,这会让外国人曲解儒家文化,孔子只能成为人们心中的财神,丢弃仁义之道就是丢弃了中国人的形象。
在国内,民间的读经机构很多,多数都是收取学费的,这本是很正常的事。但由于经济模式已经让大人们习惯了讨价还价,对老师提出种种要求,一开始就毫无尊重之心,使得在日韩国家备受尊崇的师道在中国大陆却根本建立不起来。孩子来读经学文化了,因为没有大人为好的榜样,自然从小恭高我慢。如此读经长大的孩子未来能身体力行的就不多了,巧言令色的却很多。如果我们不能培养出一些尊重传统文化的国学人才,那么中国文化不久就会葬送。我们从近代的白话文运动开始,传统文化就开始被践踏,而首先践踏这个文化的恰恰就是一些国学家们。
中国儒家文化的中心是仁义之道,没有理解这个中心的重要,一切推广文化的行为都是狭隘而短期的,甚至会走向反方向。
所以,文化的公益发展思路必须被重视。以一个无私的心,传达最朴实的概念,浇灌人们心中快要干枯的感恩的种子。恢复对老师的尊重,给老师真正师道的尊严,这是我们必须要马上做的工作。
文化道德公益教育和扶贫救困公益教育的不同
由于公益教育目的的不同,文化道德公益事业在运作上是和扶贫救困有很大的区别,所以套用原有的思维模式,是会在一开始就埋下失败的种子。
笔者从事四年的文化道德公益实践,以四万元为启动资金创立的“小筛子义学读经工程”,在没有任何财团的帮助下,义务四年来帮助近700多的家庭,通过让他们的孩子背诵上万字传统儒家经典的方式感染整个家庭认识中华文化,认识师道、孝道。四年来的工作,在整个社会建立了很好的口碑,启发了全民对传统文化的兴趣。
在四年的实践过程中,我们感到文化道德公益有它独特的框架模式。现将文化道德公益事业和扶贫救困的公益事业做一个比较。
一、       从地域上。文化道德公益教育先从城镇开始,扶贫救困公益教育是只在农村贫苦地区进行。
很多做文化公益的朋友他们带着满腔热血要到农村去,帮助农村的孩子认识中华文化,但多数都以失败告终。首先就是底层的政府根本不能理解文化公益的重要性,没有相应支持。而贫苦地区的人们素质很低,没有政府的支持不愿尝试这个“新事物”。
我们应当理解,中国大陆在思想导向上还是官本位的。如果不能让政府认同,任何工作都是难以开展,尤其的文化道德领域。所以把文化道德教育首先要利益到中产阶级和更高阶层。让他们和孩子受到文化道德的熏陶,这些孩子在未来的十几年会比较快速的走向中高层的领导岗位,会对文化道德思维有快速的推动。这是复兴传统文化道德教育最捷径的方式。富裕地区的文化热情会自然带动贫困地区的跟风,文化复兴就会自然推广到全社会。
如果我们从农村开始,纵然会培养出很多人才,但对从大环境上说,未来的工作艰难重重。
二、       利益人群。文化道德公益教育不分贫富贵贱,不分年龄;扶贫救困公益教育是关注到贫困人群。
文化道德公益教育是关注心灵的教育,当今心灵的贫困已经存在于社会各个角落,农村的孩子需要,城市的孩子也需要;小孩子需要,大人也需要。所以它不同于扶贫,对于富裕阶层,一样要用无私的方式感化他们,让他们产生对传统的真正感恩。慢慢改善当今社会出现的严重为富不仁现象。
我们可以参考安徽庐江汤池文化教育中心的面向全球的道德培训计划,几年来,他们把文化道德的影响力通过各行各业的参访者转播的中国各地甚至国外,真正的帮助了人们提升了心灵。
提升每个人的心灵,让社会人人都成为有道德的人是文化道德公益事业的目的。
三、       从事人员要求。文化道德公益教育要求“三专”人才。扶贫救困公益教育相对要求较低。
笔者在四年的教学实践中,了解到,这不是普通的志愿者可以来做的,需要经过挑选和长时间的培训。因为是文化道德教育,所以从事人员要用相当高的精神境界,同时需要有很多闲暇时间来训练自己。所以做从事这个事业的队伍必须要有“三专”:专业、专职、专心。
这就决定了这个事业不能随便找志愿者就可以做好的,专业的精神是对我们自己民族的责任。志愿者越多,流动性越大越不利于这个事业的发展。这个事业最终的发展就是靠专业人员一生的厚德承载起来的。所以投入大量资金培训老师,并供养老师的生活是这个事业成败的关键。
现行文化道德公益教育的两种方式
在现在国内的文化道德教育中,现在有两种不同的方式:
一种是安徽庐江文化教育中心的以落实《弟子规》为主的教育方式,这是完全公益,通过《弟子规》学习把中华传统美德落实到人们的行为中,受教人群以成人为主,通过对成人的引导逐渐影响到家庭每个成员。
另一种就是儿童读经方式,这种现在在社会中多数是以收费方式,只有少数是以公益方式进行,笔者就是这少数公益读经实践者(合肥小筛子义学私塾)。通过长时间教授儿童读诵中华优秀文化经典的方式从言行举止上、文学修养上提升孩子文化道德素养。
这两种方式正好是完整的互补,可以通力合作,把未来的文化道德公益教育利益到整个社会。
庐江教育中心的方式比较适合社会上已经很有威望的朋友效仿,这个方式是著名佛教大德净空老法师发起,所以虽地处庐江汤池这个小城镇,但可以每年吸引上千人次来此受教,而且很多都是政府企业高层,这不单单是中心的课讲得很好,确实也是净空老法师自身的厚德感召。有很多地区的朋友也想模仿庐江的做法,结果成效不佳,原因是庐江文化中心的方式很简单,就是落实《弟子规》,不单单是读诵,而是在行为上落实。但普通人相仿庐江的方式,很难说服浮躁的大人,因为成年人都比较现实,首先要信服创办人的威信,才可留下来。创办人无威信,德行又不够,就很难做下去了。
儿童公益读经方式就比较适合普通人朋友操作,这种方式是用长时间教孩子读送经典的方式,留住孩子和大人,在不知不觉中落实《弟子规》的言教。这种方式大人们会感到孩子读了很多书识了很多字而高兴,同时长时间的熏陶无形中就把道德规范注入到一家人心理,如此教了一个孩子就影响一个家族。孩子读诵的这些经典未来又会系统的阐述文化精神,为孩子的智慧德行奠定了很好的基础。

Chinese Public Education’s Changing From Saving the Poor And The Trapped To Moral And Cultural Renaissance

It has been 30 years since the reform and opening-up policy was implemented in China. During these years, the internal economic has been developing steadily while the level of people’s life rising constantly. With the improvement of living conditions, people care more and more about the development of public charity. The number of such organizations including official and non-governmental has been up to more than 10,000. More and more people show their compassions to poor areas, helping them relieved from the poverty and improve the backward state of education.
In 1989, the “Project Hope” was sponsored by the Central Committee of the Communist Youth League of China and China Youth Development Foundation, aiming to help the dropouts in poor areas. This project improved the thoughts of public education in China. More and more dropouts in depressed area were relieved. It was also greatly helpful to solve the problems in local areas in the future.
However, because of the missing of the traditional culture education, we cannot ignore the fact that, the fast development of economy also makes many people be trapped in the money worship, with low moral quality requirements in both cities and villages. All these have brought many problems in our current public education. The cultural and ethical education is mentioned by more and more people with lofty ideals, and is paid more attention to by the government gradually.
Problems in Current Public Education
Governments have always been promoting the cultural and ideological progress while developing the economy. However, driven by economic interests, the modern social construction of ideological infrastructure doesn’t work well, and was even polluted by the material interests. Therefore, the public financial aids offered to poor areas were disturbed by lots of factors, and sometimes even had the opposite effect.
Ⅰ The Embezzlement of Public Funds
Governments in many poor areas don’t concern with the problems of dropouts. They embezzle the donated by kind-hearted people, and it is an easy-to-see phenomenon. What’s more, due to the ignorance of local people, some of the parents of the dropouts don’t care the children’s education, which induced some government staff to do everything possible to obtain the funds for various reasons.
Ⅱ The Absence of Teachers in ‘”Hope School”, and the Missing Assurance of teachers’ qualification and welfare
Many foundations and individual consortiums have founded plenty of “Hope School” in villages in China and the official medias are always exaggerating these charity enormously, yet the problem of teachers are seldom mentioned. Without teachers, “Hope School” is no more than a decoration. If public funds cannot pay close attention to the training and welfare construction of teachers, we will never solve the problem of those children’s education indeed.
Ⅲ Children’s Moral Consciousness not Well Improved by The Public Education Aiming to Relieve the Poor and the Trapped.
It should be known that wiping out illiteracies doesn’t mean citizen’s moral quality improved. Due to poverty, in poor areas a large number of children would go downtown to find a temporary job after finishing their primary school or junior school with financial aids. However, it could be very dangerous to go into cities at this age when they couldn’t distinguish between right and wrong. We can see clearly that the delinquency rate in city is growing now. Our public education brings children a broad world in the future, yet without teaching them how to understand the world.
Ⅳ No Awareness of Thanks-giving by Students Helped
The awareness of thanks-giving is one of the most basic moral qualities that every citizen should have. However, we can see from the TV that many students (especially college students) who have received great social selfless help are now blind and indifferent to the social aids. For example, an old veteran has provided financial aid to more than 130 students, but there were only less than 10% recipients got in touch with him to express their thanks after graduation. The Chinese always advocated that” Give me an inch, I'll give you a mile!”, but the situation today makes us worry.
Briefly, if Chinese public education still stays in the framework of the existing system, it will quickly lose people’s supports. Therefore, the adjustment of the thought of public education in China is imperative.
Thoughts of the Changing of China’ Public Education by Learning from Abroad

In western developed countries, the aim of the largest public education organization is not to relieve the poor and the trapped, but focus on culture, ethic and public minds. Taking Britain and USA for instance, their largest public education organizations are agencies which’s primary mission is to promote culture in the Bible, aiming to inspire people’s minds. As we all know, Bible culture is the origin of westerners’ moral. This public education is supported by the government while the funds are spontaneously operated by the whole people. The funds that Americans donate to Bible culture agencies are times of that to basketball competitions.
These conditions exist not only in European and American countries, but also in many other regions.
Israel is a very cohesive country and has been always having the awareness of thanks-giving to the foreigners that had once helped them in the World War II. They came out of the suffering in the World War II and their country grows more and more powerful and prosperous, yet their largest public education institution has never been an institution of relieving the poor but an institution of Jewish culture education with the whole nation’s initiate support.
It is the same in the Arab worlds.
Just set aside the prejudice against religions, we have to think that if the cultural and ethical quality of a country or a nation has been improved, do we need to worry about problems of the poor?
Therefore, it’s an inevitable trend that Chinese public education changes from relieving the poor and the trapped to moral and cultural renaissance.
The main parts of Chinese culture are Confucianism, Buddhism and Taoism. It’s the cradle of Chinese ethics. Especially, Confucianism is a real culture of human nature. With a culture system of simple materialism views, it can absolutely meet the requirements of building a harmonious society by the whole nation. If this culture can’t be embedded in the public education system in China, it’s not only a pity but also a shame to all the 13 billion Chinese.
Do not Make Cultural Renaissance Become the Victim of Money Worship
Over the past 10 years, more and more people began to pay attentions to cultural renaissance, and various colleges and universities offer courses of traditional culture to the public in different ways, which is a very good start. The national campaign of reading traditional culture classics catering to children is a good way to revive our culture basically. Now there are more than 3,000,000 children learning to read the traditional culture classics.
But, the way we used to develop economy for decades make us jump into the circle that develops culture with a business model, which made traditional culture become a subordinate tool to help the economic development. For example, businessmen learn how to run businesses from Confucian classics; politicians learn how to govern a country from Confucian classics. However, whether the Confucian Businessmen or the Confucian politicians cannot stand for the spirit of Confucian completely, which are full of benevolence and righteousness. To promote a culture with the model of economic interests exchange will only to destroy the culture soul.
Thanksgiving which includes filial piety and respect for teachers is the first step for moral and cultural renaissance. Without this, our culture is hard to be compared with western culture. Without the spirit it is useless even you read lots of classics.
Perhaps it is a kind of blind act of establishing Confucius institute promoted by the government. In many countries, Confucius institutes just become the places where for teaching foreigners Chinese and Commercial negotiations. It is making foreigners misunderstand Confucius culture and making Confucius being the God of Wealth in Chinese people’s hearts. To abandon the spirit of benevolence and righteousness is to abandon the image of Chinese.
In China, there are a lot of non-governmental organizations that teach Confucian classics .It’s not unusual that most of them are charged. However, it is customary for people to bargain because of the economic model. Without esteem from the start, people always have many claims to teachers. Thus the respect to teachers is not well built up just like that in Japan and South Korea.
Without good examples of adults, even their children read Confucian classics, they are very supercilious from an early age. So such children seldom practice what they’ve learned, and are more becoming a man with glib words and tricky actions in the future. If we cannot cultivate men respectful to the traditional Chinese culture, it will soon put an end to Chinese culture. From the beginning of modern Vernacular Movement, the traditional culture began to be trampled on, and the persons who trampled on the traditional culture are just those experts of Chinese culture.
Benevolence and righteousness is the core idea of Chinese Confucian culture, without understanding the importance of the core idea, all acts to promote are narrow and short-term, and may even go in the opposite direction.
Therefore, how to develop culture publicly must be taken into consideration seriously, We should convey the simple concepts and water the drying seeds of thanks-giving in people’s mind with selfless hearts. The restoration of respect for teachers and giving teachers real dignity are all that we must do immediately.
The Difference Between the Cultural and Ethical Public Education and the Public Education of relieving the Poor and the Trapped
Because of the different goals of public education, the cultural and ethical education differs greatly from that of relieving the poor and the trapped, so if we still use the old mode of thinking, the seeds of failure would be planted at the beginning.
I have four-year experience of public moral and cultural practice. What’s more, with 40,000 RMB as the initial fund, I founded “Xiao Shaizi Free Classics Reading Project”, and have helped more than 700 families without any consortiums’ donors during the past 4 years. In this project, the children recite more than 10 thousand words of the traditional Confucian classics, and the reading and reciting get their families understand Chinese culture including respect to the teacher and filial piety more deeply,. During four years, we’ve won a good public praise, and more and more people are interested in the traditional culture.
We have also realized that public cultural and ethical education has its own mode of operating system in the four-year practice. There are some differences between the public cultural and ethical education and the public welfare of relieving the poor and trapped.
First, regionally, the public cultural and ethical education should begin in cities and towns, and the public education of relieving the poor should be operated in the poor villages.
Many people caring about culture commonweal go to villages enthusiastically and want to help children there learn Chinese traditional culture, but most of them fail. Because the local governments haven’t realized the importance of culture commonweal, no relevant supports are provided. Without the government’s support, people in poor areas of low level education are not willing to try this “new thing”.
Now there is still an official standard which guides Mainland China’s ideology. Without the approval of the government, any work is very difficult to implement, especially in the culture and ethic fields. So the cultural and ethical education should first be of great benefit to the middle-class and upper-class and the culture and ethics will influence them and their children .Within the next ten to twenty years, these children will soon be leaders of the middle- and high-class and they will promote the culture and ethic ideology quickly. This is the most effective way to revive the traditional culture and ethic education. The cultural enthusiasm in rich areas will be followed by that in poor areas and the renaissance of the traditional culture will soon spread to all over the society.
If it begins in villages, although it will bring up many talents, the tasks in future will be more difficult under the current background.
Second, cultural and ethical public education will benefit all the people, whether rich or poor, old or young, but that of relieving the poor just focus on only the poor people.
Cultural and ethical public education is the one that focuses on cultivation of human minds. Nowadays spiritual barrenness is pervasive in our society. Not only rural but also urban children are in great need of Education on cultural traditions and morality. Even adult, as well as children should receive such education. Education on culture and morality is not poverty alleviation which is applicable only to the poor people. Influenced by this selfless education, the rich class would grow heartfelt gratitude to our cultural traditions, contributing to reverse the serious phenomena of being rich but cruel.
We can refer to the global ethic training programs of Lujiang Tangchi Cultural Education Center in Anhui Province. In recent years, they spread the influence of Chinese traditional culture and ethic to the whole country even aboard through visitors in all kinds of industries. That helps people enhance their cultural understanding and make everyone become an ethical person. That is just the purpose of the cultural and ethical public project.
Third, the requirements for professionals are different. Cultural and ethical public education requires some special talents while that of relieving the poor and the trapped has not such high requirements.
In my four years of teaching practice, I know without the selection and a long-time training, it is not a task that ordinary volunteers can do. Just because of the cultural and ethical public education, the professionals need to have a high level of spiritual insights and much free time for self-cultivation. So the team of the profession must have 3 requirements: professional, full-time and concentration.
It determines that the career need professional volunteers, the professional spirit is our own responsibility to the nation. The more volunteers, the greater mobility, the worse for the career to further develop. The ultimate development of the career relies on the contribution of the full-time professionals. So pumping funds into training and supporting teachers living is the key element to the success of our career.
Two Modes of Current Cultural and Ethical Public Education.
There are now two different modes in cultural and ethical education in China: one is the fulfillment of the Youth Disciplines implemented in Lujiang Cultural Education Center in Anhui Province, which is completely a public welfare. It advocates combining people’s behavior with Chinese traditional virtues by introducing the Youth Disciplines. Most recipients are grown-ups. Through the guidance to these adults, it gradually affects every member of their families.
Another mode is to require children to read traditional classics, and most of such institutions are based on charges now, only small ones are operated in the way of social welfare. (Hefei Xiao Shaizi Free Private School organized by the author is just one of the minorities). It enhances children cultural and ethical qualities in manners 、speech and literature by introducing children to read Chinese classics for a long time.
Two modes are complementary, and can cooperate to promote cultural and ethical education for the benefit of the whole society. The mode of Lujiang Education Center can be imitated by some celebrities in the city. Though the center sponsored by Jingkong, a well-known Buddhist master, is located in a small town named Tangchi, it attracts thousands of people to come for guidance. Many of them are government officials and executives of enterprises. This is not only because of its good teaching but also Jingkong’s high reputation and his great appeal. Many people from other areas want to adopt Lujiang’s model, but only to produce unsatisfactory outcomes. The teaching method of Lujiang is very simple, just to practice the Youth disciplines. Simple as it is, the sponsor’s reputation and integrity is very important, otherwise it will be difficult to persuade the fickle and pragmatic adult students to stay for study.
The model of children reading traditional classics applies to common people. This method is to introduce the Youth disciplines by teaching children to read Chinese classics. Parents will be glad that their children have learned a lot of Chinese characters, and in the mean time the whole family will unconsciously internalizes traditional ethical code. In other words, to educate a child is to influence a family.
