华国锋自中共十一届三中全会起，在中国政治舞台上，经历了从显要到逐步降职的“淡出”的过程……
对于华国锋来说，他的职务的最大变迁是在1981年6月27日至29日召开的中共十一届六中全会上。在此之前，华国锋担任中共中央主席，中共中央全会总是由他主持。
然而，中共十一届六中全会的公报上却这么写着：中央政治局常委胡耀邦、叶剑英、邓小平、赵紫阳、李先念、陈云、华国锋同志主持了会议。“中央政治局常委……主持了会议”这样的提法，是中共中央历届全会公报上所没有过的。这一次中共中央政治局常委们的排名顺序，也是从未有过的，胡耀邦排名第一，而本来排名第一的华国锋变成了倒数第一!
发生如此显著变化的原因，公报中是这么写的：
全会一致同意华国锋同志辞去党中央主席和中央军委主席职务的请求。全会通过无记名投票，对中央主要领导成员进行了改选和增选，选举的结果是：胡耀邦同志为中央委员会主席；赵紫阳同志为中央委员会副主席；华国锋同志为中央委员会副主席；邓小平同志为中央军事委员会主席；中央政治局常务委员会由中央主席和副主席组成，他们是：胡耀邦、叶剑英、邓小平、赵紫阳、李先念、陈云、华国锋；习仲勋同志为中央书记处书记。
也就是说，胡耀邦接替华国锋，出任中共中央主席。邓小平接替华国锋，出任中央军委主席。
政治局召开9次会议解决华国锋问题
华国锋职务的重大变化，虽然是在中共十一届六中全会上才正式作出决定，其实早在半年多以前，中央政治局连续开了9次会议，专门讨论华国锋问题。
11月11日下午，陈云在中央政治局会议上作了重要发言。陈云讲了三点意见：
第一点，揪出“四人帮”，是华国锋对党的“一个很大的贡献”。那时，华国锋“是负主要责任的”。但是，揪出“四人帮”以后，我们党没有能够实现心情舒畅、生动活泼这样的局面，使人“大失所望”。
第二点，“华国锋同志当主席不适当”。陈云说：“那一天我跟先念同志到国锋同志那里去的时候提出，国锋同志要有自知之明，在毕生的工作里头，加号是多少，减号是多少。加号指的正确的，减号指的错误的。我讲了一句，希望国锋同志珍惜已有贡献，就是说，不要随便丢掉已经有的这一点贡献。”
第三点，“我认为这件事不能再拖。十二大谁作报告决定下来，哪个当主席哪个作报告。”
到会的29人都发了言。大家在发言中肯定了华国锋的功劳，但是认为，华国锋担任现职是不适当的。
《通报》向全党打招呼
在最后一天的会议上，华国锋表示欢迎大家对他的批评。他提出辞去中共中央主席和中央军委主席的职务，并要求在六中全会以前，不再主持中央政治局、中央常委和中央军委的工作。
中央政治局同意了他不再主持中央工作的意见，但在六中全会作出相关的决定以前，他仍是中央的主席，仍要以中央主席的身份接待外宾。政治局还表示，六中全会将继续选举华国锋为中央政治局常委，选举他做中央副主席。
为了使党内军内高级干部在思想上有所准备，中央政治局决定把这次会议的内容通知省级常委以上的同志，并由他们向参加党的若干历史问题的四千名高级干部传达。并要求：“为了保证全党全国全军的安定团结，中央要求所有上述同志严格保密，绝对不得外泄。”
之后，中共中央政治局一致通过了《中央政治局会议通报》。这个《通报》向全党通报了华国锋在粉碎“四人帮”以后所犯的“左”的错误和其他错误，还通报了中共中央政治局会议决定向中共十一届六中全会建议，同意华国锋辞去中共中央主席、中央军委主席的职务，选举胡耀邦为中央委员会主席，邓小平为中央军委主席。也就是说，华国锋在中共十一届六中全会上辞去中共中央主席、中央军委主席职务，早在半年多前的中共中央政治局会议上就已经决定，并已通报全党。（摘编自《楚天都市报》）
