１０年前的今天，中国正式成为世界贸易组织成员。这是中国改革开放进程中的一件大事，标志着中国对外开放进入了历史新阶段。
加入世界贸易组织，是中国全面分析国内外形势、为加快推进改革开放和社会主义现代化作出的重大战略决策。加入世界贸易组织以来，中国坚持享受权利和履行义务相结合、实现自身发展和促进世界共同发展相结合，积极化挑战为机遇，在更大范围、更高水平上参与国际经济合作和竞争，大力发展开放型经济，推动中国和世界的关系发生了举世瞩目的变化。
１０年来，中国全面履行加入世界贸易组织承诺，贸易和投资自由化便利化程度显著提高。我们不断扩大农业、制造业、服务业市场准入，不断降低进口产品关税税率，取消所有不符合世界贸易组织规则的进口配额、许可证等非关税措施，全面放开对外贸易经营权，大幅降低外资准入门槛。中国关税总水平由１５．３％降至９．８％，达到并超过了世界贸易组织对发展中国家的要求。中国服务贸易开放部门达到１００个，接近发达国家水平。我们大规模开展法律法规清理修订工作，中央政府共清理法律法规和部门规章２３００多件，地方政府共清理地方性政策和法规１９万多件。中国对外开放政策的稳定性、透明度、可预见性不断提高。
１０年来，中国坚持实行平等互利、合作共赢的对外开放政策，为世界经济发展带来有力推动。中国全面享受世界贸易组织成员权利，经济发展获得了良好外部条件，同世界各国在经济、贸易、科技、文化等领域交流合作的广度和深度不断拓展。中国货物贸易额的全球排名由第六位上升到第二位，其中出口额跃居第一位，进口额累计达到７．５万亿美元；累计吸收外商直接投资７５９５亿美元，居发展中国家首位；对外直接投资年均增长４０％以上，２０１０年达到６８８亿美元、居世界第五位。中国每年平均进口７５００亿美元的商品，为贸易伙伴创造大量就业岗位和投资机会。在华外商投资企业累计汇出利润２６１７亿美元，年均增长３０％。
１０年来，中国积极承担应尽国际责任，努力推动各国共同发展。我们积极采取一系列重大政策措施，同国际社会一道应对国际金融危机，着力推动世界经济强劲、可持续、平衡增长。我们坚定支持世界贸易组织多哈回合谈判，参与国际宏观经济政策协调，参与二十国集团等全球经济治理机制建设，致力于国际货币体系、国际贸易体系、大宗商品价格形成机制等改革和完善，致力于促进经济全球化和区域经济一体化。我们高举自由贸易旗帜，反对各种形式的保护主义，推动建立公平、合理、非歧视的国际贸易体系。我们积极推动建立更加平等、更加均衡的新型全球发展伙伴关系，加强南北对话和南南合作，加大对外援助力度，近１０年累计对外提供各类援款１７００多亿元人民币，免除５０个重债穷国和最不发达国家近３００亿元人民币到期债务，承诺对同中国建交的最不发达国家９７％的税目的产品给予零关税待遇，为１７３个发展中国家和１３个地区性国际组织培训各类人员６万多名，增强了受援国自主发展能力。
１０年来的实践，丰富了我们在经济全球化条件下发展中国的认识，坚定了我们实施对外开放基本国策的信心。实践证明，中国加入世界贸易组织，扩大对外开放，惠及１３亿中国人民，也惠及各国人民；中国的发展是和平的发展、开放的发展、合作的发展、共赢的发展，向世界展示了中国这个东方文明古国的勃勃生机和巨大潜力。

当今世界是开放的世界。只有坚持改革开放，才能不断进步，才能破解发展进程中的难题。３０多年前，在邓小平同志领导下，我们正确判断国际国内形势，准确把握时代主题，顺应人民愿望，作出实行改革开放的历史性决策，为中国社会主义现代化建设注入了强大活力。中国过去３０多年的快速发展靠的是改革开放，中国未来发展也必须坚定不移依靠改革开放。改革开放是决定当代中国命运的关键抉择，是坚持和发展中国特色社会主义、实现中华民族伟大复兴的必由之路。
当今世界，经济全球化深入发展，各国经济相互依存不断加深，全球经济治理出现新变革，同时世界经济形势复杂多变，国际金融市场动荡不已，各种形式的保护主义明显增多，国际和地区热点此起彼伏，粮食安全、能源安全、气候变化、重大自然灾害等全球性挑战日益突出，世界经济发展面临严峻挑战。
从中国来看，经过３０多年的发展，中国社会生产力、综合国力、人民生活水平大幅度跃升，中国的发展基础和发展条件发生很大变化，同时中国仍然是世界上最大的发展中国家，发展中不平衡、不协调、不可持续问题依然突出，经济增长的资源环境约束强化，科技创新能力不强，产业结构不合理，农业基础薄弱，城乡、区域发展不协调，国际竞争力不强，制约经济社会发展的体制机制障碍仍然较多。
面对新形势新要求，中国将坚持以更广阔的视野观察世界、观察中国，根据推动科学发展的要求，实行更加积极主动的开放战略，拓展新的开放领域和空间，完善更加适应发展开放型经济要求的体制机制，提高开放型经济水平和质量，形成开放型经济新格局，更好地以开放促发展、促改革、促创新。
——中国将进一步扩大对外经济技术合作。我们将适应国际产业转移和国内外市场需求变化，更加注重加强同世界各国的经济技术交流合作，推动经济发展方式转变和经济结构调整，大力发展结构优化、技术先进、清洁安全、附加值高、吸纳就业能力强的现代产业体系，促进产业结构优化升级。我们将继续通过开放市场、引进先进技术提升制造业国际竞争力，推动传统制造业向价值链高端延伸，促进战略性新兴产业加快发展。我们将加强生态文明建设，坚持绿色、低碳发展理念，加强资源节约和生态环境保护，大力发展绿色产业和节能环保产业。我们将扩大服务业开放，积极承接国际服务业转移，加快发展服务业特别是现代服务业。我们将稳步推进农业领域对外开放，促进农业结构调整，推动农业朝着集约化、效益型方向发展。我们将加快构建现代文化产业体系，吸收外资进入法律法规许可的文化产业领域，鼓励外资企业在华进行文化科技研发、发展服务外包。我们将更加注重为包括外资企业在内的各类所有制企业提供公平的市场准入待遇，更加注重在开放中增强技术进步和体制创新动力。
——中国将进一步促进对外贸易平衡发展。我们将坚持进口和出口并重，把扩大进口和稳定出口结合起来，把积极扩大进口作为转变外贸发展方式的重要内容，努力促进国际收支基本平衡，不刻意追求贸易顺差。我们将完善进口支持政策，降低进口成本，提高进口便利化。今后５年，随着中国扩大内需战略的有效实施，中国消费结构将继续提升，居民消费潜力将进一步释放，预计社会消费品零售总额年均增长１５％以上，２０１５年有望达到３２万亿元人民币，国内市场规模将位居世界前列，今后５年中国进口总规模有望超过８万亿美元，这将给世界各国带来巨大商机。我们将加强同主要顺差来源国的经济合作，通过共同努力逐步解决贸易不平衡问题。我们也希望有关国家尽快承认中国完全市场经济地位，放松高新技术产品对中国出口管制，方便中国企业前往投资，为双边贸易平衡发展创造条件。
——中国将进一步完善全方位对外开放格局。中国区域多样化和发展不平衡蕴含着多层次多元化的投资机会。我们将把扩大对外开放和区域协调发展结合起来，协同推动沿海、内陆、沿边开放，形成优势互补、分工协作、均衡协调的区域开放新格局。我们将继续深化沿海地区对外开放，鼓励外商投资企业参与沿海地区技术研发、高端制造、生态功能区建设和现代服务业发展，在更高水平上实现优势互补、合作共进。我们将积极支持外商投资企业到中西部地区投资办厂，参与中国中部地区崛起、西部大开发和东北地区等老工业基地振兴。我们将加快沿边开放步伐，加强与周边国家的基础设施互联互通，繁荣双边经济，实现互利共赢。我们将积极扩大文化、教育、科技、卫生等领域对外交流合作，在扩大开放中促进中国社会事业发展。
