声称进入南海九段线“保护”天然气田

本报讯 据报道，菲律宾最新、最现代化的海军军舰近日抵达巴拉望岛，并进入我南海九段线内侧水域进行所谓“巡航”，防御“西菲律宾海”。

去年12月，菲律宾媒体纷纷报道称，菲律宾海军最新购得的“格雷戈里奥·德尔皮纳尔”号军舰于去年12月23日被派往所谓的“西菲律宾海”（即南中国海）巡逻。据称该军舰将对巴拉望的马兰帕亚（音译）天然气田提供保护。

最大最先进的军舰

“格雷戈里奥·德尔皮纳尔”号巡逻舰是菲律宾最大、最先进的军舰，其实是一艘美制二手军舰，由菲律宾去年8月向美国海岸警卫队购买的“汉密尔顿”级巡逻舰改装而成。菲律宾总统阿基诺三世还曾表示，希望再向美国购买一艘“汉密尔顿”级巡逻舰。

此外，菲律宾军方还宣布该巡逻舰还将“捍卫该国在西菲律宾海的领土和专属经济区”。而事实上，菲律宾在这一地区的归属问题上同不少国家都存在争议。菲律宾总统阿基诺三世当月14日在出席菲律宾海军军舰的下水仪式时表示，菲律宾海军军舰将在“同许多国家拥有争议的海域实施巡航”。

配备精选士兵

据报道，在“格雷戈里奥·德尔皮纳尔”号服役的都是精心选拔出来的海军水手、直升机飞行员和官兵。该巡逻舰在马兰帕亚天然气田附近将和“拉贾·胡马邦”号护卫舰、“费德里格·玛提尔”号（音译）巡逻舰会合。

去年12月14日，与“格雷戈里奥·德尔皮纳尔”号同时下水的还有菲律宾自制的军舰“泰格巴努”号，该舰主要用于两栖作战时运送士兵、坦克、汽车、炮兵装备以及其他后勤物资。此外，菲律宾海军还首次测试了其改装后的BO—105直升机以及其他几艘经过改装的军舰。

“九段线”早划定且无异议

本报讯海军军事学术研究所研究员李杰大校接受本报记者采访时曾表示，《联合国海洋法公约》等国际法有三大原则：先发现、先占领、实际控制。

追溯历史，“中国人民对南海岛礁的发现、占领和巡视，早在2000年以前就开始了，这也是有历史证据和文物证明的；目前地图上显示的“九段线”也是早在上世纪四十年代的国民党统治时期就划定的”。当时，周围的国家没有提过异议。

1968年，联合国有关资源机构发表了南海拥有丰富石油资源的报告。这一报告提出后，南海一些周边国家提出了对南海岛屿的主权要求，并采取行动占领岛屿，这才发生了与中国的领土争端。南海周边一些国家陆上无油或者少油，于是就把目标转移到了海上开采。此外，南海的渔业资源也不少。

据李杰介绍，目前，菲律宾非法占领的岛礁有9个，马来西亚有5个，而越南非法占领的最多，达到29个。 （鹏致）
