　　2011年10月28日至29日，中央党校科学社会主义教研部和上海市委党校联合主办了第二届“社会主义理论前沿问题高层论坛?2011”。论坛在上海市委党校海兴大厦举行，来自中央党校、中央文献研究室、中央社会主义学院、国家行政学院、北京大学、清华大学、复旦大学等单位的120余位专家学者参会。上海市委党校常务副校长吕贵主持开幕式，论坛由中央党校科社部主任王怀超、副主任刘海涛和上海市委党校科社部主任程竹汝主持。

　　本届论坛的主题是中国特色社会主义基本问题。中央党校副校长张伯里代表中央党校校委致欢迎辞，他回顾了90年来中国共产党人和全国各族人民前赴后继，顽强进行革命、建设和改革的艰苦奋斗历程，他指出高举中国特色社会主义伟大旗帜具有根本性的意义，并希望与会专家学者围绕中国特色社会主义道路、理论和制度等问题进行深入讨论。

　　一、关于中国特色社会主义道路

　　1.社会主义初级阶段。邓小平提出社会主义初级阶段，不仅科学地揭示了中国特色社会主义在发展过程中必须经历的一个重要的、不可逾越的历史阶段，而且丰富和发展了社会主义发展阶段理论。坚持走中国特色社会主义道路，首先必须清醒地认识社会主义初级阶段的目标任务，这是推进改革、实现科学发展的根本依据。

　　5.中国特色社会主义道路的国际适应性。作为一个古老的东方大国，中国通过走什么样的道路来实现自己百年来的富民强国梦想，是世界各国高度关注的一个实际问题。因此，有必要优化中国特色社会主义道路的品质，拓展中国特色社会主义道路的外部空间，让国际社会广泛了解中国特色社会主义道路。增加当代中国在国际社会的积极影响，增加我国的国际话语权。
