3.高风险区域有哪些?
高风险区域——系指经船舶保安评估后确定的船舶可能遭受保安威胁的风险相对较高的区域。经评估确认包括下列区域和港口。
High risk regions: means the areas are determined to be high risk against ship security by a ship security evaluation. Such areas include following area and port:
中国南海沿海海域及台湾海峡/Offshore region of South China Sea area and Taiwan
Channel
新加坡海峡海域/Singapore Channel
马六甲海峡海域/Strait of Malacca
安达曼海海域/Anamneses Region
亚丁湾/Gulf of Aden
索马里沿海/Offshore region near Somali
印度尼西亚沿海海域及各港口/Offshore region and Port of Indonesia
菲律宾沿海海域及各港口/Offshore region and Port of the Philippines
缅甸仰光沿海海域/Offshore region of the Rangoon, Burma
越南沿海海域/Offshore region of Vietnam
孟加拉国沿海及港口/Offshore region and ports of Bengal
印度东海岸北方港口/The eastern coastal region of India, and its ports in north
东非、西非沿海及港口/Offshore region of East Africa and West Africa

4.船员职责
1)     接受公司、船长和船舶保安员根据职责在执行船舶保安计划过程中的指挥、安排、检查和监督,并确保以此而实施的保安行动完全符合规定的要求/During the implementation of ship security plan, following the command, arrangement, inspection or supervising conducted by company, master and ship security officer within their responsibility, ensuring a full implementation of security act satisfying requirements;
2)     接受各种法定培训,掌握实施保安活动所需的知识和技能,熟悉船舶保安计划规定的相关操作措施以及各自的职责,参与船上保安活动的实施并确保所有的操作完全符合规定的要求并向船舶保安员负责/Accepting all the statutory training, learning necessary knowledge and skills necessary in implementing security activities, being familiar with concerning operation in Ship Security Plan and each own responsibility; taking part in the implementation of ship security activities and ensuring all implementation be compliance with requirements, be responsible for the ship security officer;
3)     有权向船舶保安员反映在船舶保安活动过程中存在的薄弱环节和问题,并就此提出意见和建议/Feeding back deficiencies and non-conformities identified of ship security act to ship security officer with suggestion and advice;
4)     应明确的知道在保安操作活动中因为失职所可能导致的严重后果,必须对自己履行本职责的结果承担相应的责任/Being aware of the seriousness resulting from breach of duty in implementation security activities, being responsible for individual duty.

3、货物操作控制:
Cargo operation control
l   防止货物损坏;
*Prevent cargo damage
l   防止非船舶预定装载的货物装载、储存上船;
*Prevent no reserved cargo loaded on board
保安措施应包括在装货前对集装箱清单进行检查、装货过程中对集装箱进行核对、装船后对集装箱进行重点验证确认。
Security measure including:
*Check the listing before loading; check against the container during loading and keystone validate container after loading.
4、船舶物料的交付的控制:Ship’s stores delivery control
l   确保船舶物料及其包装的完整;
*Insure the integrity of ship’s stores and package.
l   防止未经检查即接收船舶物料;
l   防止损坏;及
*Prevent damage and
l   防止接收未定购的船舶物料。
*Prevent ship’s stores form being accepted unless ordered
应始终有可以确认的方法确保装船的货物附带定购证明。
Should have the way to insure the cargo onboard have order provement attached.
5、船舶保安监控:包括保安照明、登轮控制以及巡逻检查措施,详见相应的关键操作要求。
Monitoring the security of the ship:including the measures for security lighting、boarding control and patrolling ,

6. 保安等级
保安等级——系指由主管机关制定并发布的旨在对船舶所在区域可能发生的或已经发生的保安事件的风险级别进行划分,以便船舶根据保安等级采取相应的保安措施。保安等级分为以下三个等级/Security level: means the qualification of the degree of risk that a security incident will be attempted or will occur. It can be divided into three levels:
保安等级1——系指船舶应始终保持最低限度的适当的防范性保安措施的等级。
Security level 1 means the level for which minimum appropriate protective security measures shall be maintained at all times.
保安等级2——系指由于保安事件风险升高而船舶应在一段时间内保持适当的附加防范性保安措施的等级。
Security level 2 means the level for which appropriate additional protective security measures shall be maintained for a period of time as a result of heightened risk of a security incident.
保安等级3——系指当保安事件可能或即将发生(尽管可能尚无法确定具体目标)时,船舶应在一段时间内保持进一步的特定防范性保安措施的等级。
Security level 3 means the level for which further specific protective security measures shall be maintained for a limited period of time when a security incident is probable or imminent, although it may not be possible to identify the specific target.
低风险区域/Lower risk area
1、系缆和锚链控制/ Mooring control:
l   锚泊时应及时将锚链孔盖板固定旋紧;每班应至少巡回检查一次系缆情况。
During mooring time the cover of chain pipe should be fixed and tightened. Person on duty should  patrol inspect the mooring condition.
2、梯口控制/ Gangway control:
l   经对上船人员进行询问和查验其有效身份证件后,登记上船人数和时间,发给登船证;登船人员离船时,应收回登船证并记录离船时间;
*enquiry and inspect valid certificate of person on board, record number and time, issue visiting card
*when person off board, shall return the visiting card and record time
3、引水梯控制/ Control of pilot ladder:
l   值班人员接到驾驶台指令后,及时放下引水梯,经对上船人员进行询问和确认其合法身份后放行,由值班驾驶员负责陪同抵达指定地点;在人员登船后,应及时收起引水梯;在晚上或能见度较低的情况下,应保持引水梯足够的照明。
*on duty crew receive the order from wheelhouse, lay down pilot ladder in time, after enquiry and confirmation of his legal identify, accompanying by officer on duty to appointed location
*after person on board, shall withdraw the pilot ladder immediately
*when visibility is lower or at night, shall supply enough light to the pilot ladder
4、可以通往限制区域的外部梯子控制:
Control of the exterior ladder access to the restrict area:
l   夜间应保持梯子有足够的灯光;值班人员劝告无关人员不准登梯进入限制区域。
*At night, shall supply enough light to ladder;
Person on duty should prevent irrelevance person enter the area.
5、船舶克令吊/伙食吊:
Crane and provision crane:
l   使用过程中,使用人员应禁止任何外部人员随起吊索具登轮;使用完毕后由使用人员及时收妥固定。
*During use, operate person should forbid any person get onboard by rigging. After use should set back and fixed.
6、软管(加油等)控制:
Hose (oil filling) control:
l   加油值班人员同时负责保安监视,整个加油过程必须有值班人员在现场监控,严禁无关人员通过船舷或加油管登轮。夜间应打开加油附近的灯光照明设备,必要时可安装临时灯光,增加照明。加油时轮机部值班人员手持通讯工具除负责加油安全外,还负有加油时的人员控制。加油期间有固定值班人员。
*Person on duty also in charge of security monitor. All the process of oil filling should be monitored  at site. And forbidden irreverence person onboard through ship’s side or hose, In night should light the illumination nearby. If necessary should add temporarily illumination. When oil filling, engine department on duty person should use communication facility and in charge of safety filling and person control. There should be fixed person on duty when oil filling.
7、舷窗控制:
Porthole control:
l   在锚泊和港内停泊期间,所有人员可以轻易进入的舷窗应关闭并旋紧。
*berthed or anchored, all porthole which can easily access should be closed and tightened.
8、船舷四周控制:
Control of the vessel surrounding:
l   夜间开启船舶所有的外部照明。至少每班巡逻检查一次。
*At night light all the exterior illumination. Person on duty should patrol inspect at least one time every turn.
9、机舱、A类机器处所的应急通道控制:
Control of emergency access of Engine room and class A machine location.
l   应急逃生通道任何时候均不得锁闭,但应确保该通道门只能从内部顺利开启而无法从外部进入。
*Emergency escape access can not be locked at any time. But it should be assure the access door only can open from interior and can’t enter from exterior.
1、航行或锚泊期间,驾驶台应有值班人员24小时值守,靠泊期间,通往驾驶台的所有门窗均应封闭或上锁;
On sail or anchored time, wheelhouse shall be person on duty 24 hours, berthed time, all doors and windows to wheelhouse shall be closed or locked;
2、靠泊期间,A类设备、第II-2章定义的其它控制站、船员舱室、存放各种易燃易爆和有毒物质的舱室、各个物料间及控制室均应封闭上锁;
Berthed time, A class equipments, other control station,  accommodation room, other rooms stored with easy burning and blast and poisonous goods, provision room and control room defined in Chapter Ⅱ-2
3、 所有用于锁闭限制区域的钥匙由各个相关责任人员负责妥善保管,由船舶保安员统一登记造册,明确规定钥匙的数量、上锁部位、持有人,不得将钥匙借给别人,一旦发觉钥匙丢失或被人挪用,应立即报告船舶保安员,查明原因,排除可疑因素,采取应对措施;
All the key of restricted area should safe keeping by personnel authorized. The keys quantity, location, keeper should registered by SSO. The keys should not lend to others. The loss or theft of keys to any restricted area to be immediately reported to SSO.
Investigation is to be initiated, excluded the suspect factor, adopt appropriate steps.
4、   在日没至日出期间或能见度较低时,值班人员应及时开启所有的通道、生活区和甲板照明,检查照明灯光是否正常,并在值班记录簿上记载开关照明的时间和灯光是否正常的确认结果;
In nightfall to sunshine or lower visibility time, person on duty should light all the access, accommodation, deck, examine the illumination, and record the time and condition of illumination.
5、 靠泊或锚泊时,值班人员每班应至少一次巡视检查系缆、锚链、舷窗、船舷两侧、驾驶台、电台通讯房、船员生活区、危险品间等限制区域,检查是否有可疑人员活动的迹象,当对在限制区域内活动的人员身份有任何怀疑时,应立即验证其身份,对不应在该区域活动的人员,应令其立即离开限制区域。
Mooring time, person on duty should patrol inspect the chain, port hole, both side of vessel, wheel house, radio room, accommodation, dangerous material room and all the restricted area, inspect if any suspect exist and check his identity, and exclude all the person should not in the restricted area.
1、大副应在装货前对下列单证进行核对:
Chief officer should check the following sheet before loading cargo;
l   积载图;装箱单;危险品清单;危险品适装证书;监装证书及准运单;舱单;冷藏箱交接清单;场站收据副本(如有);箱号单或集装箱清单。
*Stowage plan, stowage list; dangerous cargo list; Certificate of fitness for dangerous cargo; navicert, manifest; refrigerator container delivery list, yard receipt counterpart(if exist); container list
l   一旦发现上述单证有任何疑问,应立即与相关方进行交涉,在排除疑问后方可开始装船作业,对不符合规定要求的货物,船长有权拒绝装船;
*Once some doubt find, should contact relative department, and loading only after the doubt clear. captain have the right to reject loading the cargo not correspond to the rule.
2、装载过程中的检查:
Inspection during loading
l   值班人员应在装载过程中仔细核对每一箱子的箱号是否和货物文件相符,是否放在积载图上指定的位置;箱子是否损坏、变形、破裂、凹陷。箱门是否关妥,铅封是否完好。必须有详细现场监控记录,发现问题及时报告值班驾驶员。
*Person on duty should compare each container number to cargo document, and   location according to stowage plan. Check if the container is deform, crack, damage, depressed. Door should be closed and seal is completed. There should be detailed monitor record and if problem occur should be report to officer on duty.
3、离港前对集装箱的检查:
Container check before off shore
l   值班人员应对装船的危险品箱和开顶箱进行重点复查,确认集装箱的铅封和开顶箱的封盖是否完好无损,有无人员破坏和进入的任何迹象,一旦发现有可疑的迹象存在,应立即报告船舶保安员并查明原因,排除所有的疑点后,方可开航。
*On duties should check dangerous container and container without roof again, insure the seal is complete, no person damage or enter. If some evidence exist,  should report to SSO immediately and check the reason. Off shore only after all doubt clear.
1、未经公司批准,船舶不得自行购买物料供船;
Buy provision without company’s permission is forbidden.
2、在接收物料上船之前,首先让供应商出示公司或船上申请物料供应的书面定单或相关证明,以确认供应商的合法身份;
Before provision onboard, check the supplier’s order and relative certificate, insure the supplier’s identity.
3、 回目录
各部门主管物料人员应在物料上船之前仔细核对物料定单和交货单各明细项目;
All department should check the order and detail before provision onboard.
4、各部门主管物料人员应在物料上船时仔细核对物料是否和定单相符,可对物料实物作一般性的外观、规格和数量检查;
All department should check the quantity, appearance, type according to the order
5、一旦发觉有下列情况存在,应拒绝接收物料:
Reject accepting provision if following condition exist:
l   供应商出示的物料供应单与船上的定单内容不符;
Supplier’s list not match the order on board
l   物料的实际状况与定单规定的要求不符;
Provision is not match the order.
6、 检查物料质量是否完好及包装是否完整,检查合格后,应直接进库系固堆放整齐,做到帐、卡、物一致。锁闭物料间门以防物品破损和其他物品混入;
Check the provision’s quality and package. After checked out, the provision should be shift to the provision room and piled in order, and list, card, provision matched. Lock the provision room and prevent damage or mixture.
高风险区域/Higher risk area
除执行“低风险区域”的相关保安措施外,还应执行下列额外措施:
Excluding implement the security measures of “lower risk area”, also shall implement following extra measures:
1、梯口人员身份识别和控制:
Identification and control of access person
l   对登船人员随身携带的物品进行适度的检查。
*carry out appropriate inspection to the goods of person on board
2、保安巡逻检查控制:
Security person patrol, inspect, control
l   停泊或锚泊时,值班人员每班应至少两次巡视检查系缆和锚链、舷窗和船舷两侧,检查是否有可疑人员通过上述途径非法登船的任何迹象。
*berthed or anchored, person on duty shall patrol inspection mooring and chain, side scuttle and ship sides two times at least, in order to find any sign of unlawful access onboard through above access
3、航行经过海盗经常出没区域控制:
Control when sail through area of piracy occurring
l   船舶夜间出入复杂区域、海盗区域,在不影响航行安全的情况下,要保持有关部位足够的照明灯光;
*ship through complicated area, piracy area, not affect the ship safety, shall keep relevant area enough lighting;
l   驾驶台值班人员应保持高度的警觉,密切注视船舶周围海面是否有可疑的船舶向本船接近,必要时,应使用探照灯照射并向其发出声光警告。
*on duty person at wheelhouse shall keep higher vigilance, keep watch of any suspicious ship near to own ship from around sea surface, if necessary, shall use searchlight lighting and warm with light and sound
除执行“低风险区域”的相关保安措施外,还应执行下列额外措施:
Excluding implement the security measures of “lower risk area”, also shall implement following extra measures:
1、航行或锚泊期间,增派一名了望员,加强对船舶周围海域的了望,保持高度的警觉,密切注视船舶周围海面是否有可疑的船舶向本船接近,必要时,应使用探照灯照射并向其发出声光警告;
On sail or anchored time, add one watch person, enhancing watch of ship round sea surface, keep higher vigilance, keep watch of any suspicious ship near to own ship from around sea surface, if necessary, shall use searchlight lighting and warm with light and sound
2、从驾驶台里面锁闭通道门;
Lock the access in the wheel house
3、靠泊期间,A类设备、第II-2章定义的其它控制站、船员舱室、存放各种易燃易爆和有毒物质的舱室、各个物料间及控制室等限制区域,封闭所有其他通道口,只留一个工作通道。
During mooring, device A and other control station, cabin, and provision room and other districted area defined in chapter II-2, lock all access and leave only one work access.
4、夜间航行时,在不影响航行安全的前提下,尽量打开所有的照明灯光。
During night voyage, light all illumination in the premise not influence the safe voyage.
靠泊或锚泊时,值班人员每班应至少两次巡视检查系缆、锚链、舷窗、船舷两侧、驾驶台、电台通讯房、船员生活区、危险品间或各物料等,检查是否有可疑人员在限制区域内活动迹象。
Mooring time, person on duty should patrol inspect the chain, port hole, both side of vessel, wheel house, radio room, accommodation, dangerous material room and all the restricted area 2 times at least.
除执行“低风险区域”的相关保安措施外,还应执行下列附加措施:
In addition to take the steps in low risk area, should execute the following attached steps:
1、对装船的所有开顶箱进行逐一检查,通过看、听、嗅等方法,以判断箱内是否有潜箱人员或其他可疑迹象;
Check all no roof container on board one by one, judge if some stowaway or other suspicious phenomena.
2、 可行时,船舶保安员可要求港方提供协助,利用有关探测设备对箱内情况进行检查。
If feasible, SSO can ask help to harbor site and use detect equipment to check inner container.
除执行“低风险区域”的相关保安措施外,还应执行下列附加措施:
In addition to take the steps in low risk area, should execute the following attached steps:
1、派专人密切注视有害化学品及易燃易爆物料的接收、搬运及安放的全过程,将上述物料放在船上专门指定的地点并妥善闭锁。
Special person monitor the  acceptance shift and placement of nocuous chemical and flammable or spontaneous combustion. Put it in definite area and locked.
保安等级 2/Security level 2
除执行等级1情况下的所有保安措施以外,还应执行以下附加保安措施:
Excluding implement the security measures of Security level 1, also shall implement following extra measures:
1、梯口人员身份识别和控制:
Identification and control of access person
l   逐一检查所有登船人员随身携带物品;禁止任何可疑物品带上船;
*Inspect all goods of person on board one by one, forbid any suspicious goods on board
2、保安巡逻检查控制:
Security person patrol, inspect, control
l   停泊或锚泊时,船舶保安员应增加安排巡逻人员,以确保至少每小时一次巡视检查系缆和锚链、舷窗和船舷两侧,检查是否有可疑人员通过上述途径非法登船的任何迹象;
*berthed or anchored, ship security officer shall add patrol person in order to   patrol inspection mooring and chain, side scuttle and ship sides one time one hour at least, in order to find any sign of unlawful access onboard through above access
4、灯光照明控制;
Light control
船舶在停泊期间,夜间或能见度较低时,应使用探照灯对船舷外侧及其附近水面进行照射,严禁小船和可疑漂浮物接近本船。
when ship berthed, visibility is lower or at night, shall use searchlight lighting ship sides and round sea surface, forbid any small ship or suspicious flotage near to own ship
除执行等级1情况下的所有保安措施以外,还应执行以下附加保安措施:
Excluding implement the security measures of Security level 1, also shall implement following extra measures:
1、靠泊时,增派两名人员在限制区域站岗,未得到船长或SSO的特许,任何外来人员不得进入限制区域;
Berthed time, add two persons on duty at restricted area, without permission of master or ship security officer, nobody can have access to the restricted area;
2、经过批准的外来人员要进入上述区域时,必须派专人负责陪同进入并陪同离开;
Permmited person entered and leave the above area should accompanied by special person.
3、靠泊或锚泊时,值班人员应每小时巡视检查限制区域,检查是否有可疑人员在限制区域内活动迹象。
During mooring, on duties should patrol inspect the districted area and whether some suspicious evidence every hour.
4、夜间航行时,由船舶保安员增派至少由三名船员组成的巡逻小组,每小时对船首、船尾和主甲板两侧巡回检查一次。
During night voyage, SSO should add patrol group at least formed by three person to examine the fore area, aft area, and main deck and both side 1 time.
在保安等级2时除执行“保安等级1”的相关保安措施外,还应执行下列附加措施:
In addition to take the steps in grade 1 risk area, should execute the following attached steps:
1、 当船舶发觉有任何可疑迹象有可能对船舶保安形成明显的威胁时,船长有权拒绝接收开顶箱和易燃易爆、强毒性、放射性等危险程度较高的货物装船;
If found any suspicious condition and possible thread to he security of vessel, Captain have right reject accept no roof container and flammable, nocuous, radioactive cargo loading on board.
2、 由船舶保安员临时增加相关人员,对全船的开顶箱和危险品箱进行仔细复查;
SSO organize relative person to check open roof container and dangerous box clearly repeatedly.
3、 船舶保安员可要求港方利用有关探测设备对开顶箱和可疑的集装箱进行检查;
SSO can ask help to harbor site and use detect equipment to check inside of open roof container and suspicious container.
l   必要时,在取得相关货方的同意后,对重点可疑集装箱进行开箱检查。
* If necessary, with the permission of owner, can open the suspicious container to check
在保安等级2时除执行“保安等级1”的相关保安措施外,还应执行下列附加措施:
In addition to take the steps in grade 1 risk area, should execute the following attached steps:
1、 除用于船舶安全运行急需的物料外,停止其它物料供船,还应对供船物料逐一开箱核查;
Except emergency needed provision for safe voyage, stop other provision loading on board, and open the provision box for check one by one.
2、停止一切有害化学物料及易燃易爆的物料上船;
Forbidden all nocuous chemical and flammable or spontaneous combustion on board.
保安等级 3
/Security level 3
1、 只开放一个受控通道;
Only open one control gangway
2、 只向负责应对保安事件或威胁的人员开放通道;
Only open gangway to the person who is responsible for security incident or threaten
3、 停止所有人员上下船;
Forbid all person on board and off board
4、 停止装卸货物,交付物料等一切作业;
Stop loading and unloading cargo and provision delivery
5、 由船长决定采取下列某个(或全部)措施:
Adopting one (or all) of the following measures by master’s decision:
l   撤离船舶;或
*recoiling ship, or
l   船舶移泊;以及
*ship remove, and
l   对船舶进行全面或重点部位的搜查(检查)。
*search (inspect) all around the ship or important place
1、船舶在靠泊或锚泊时封锁船舶出入的所有通道口,任何外来人员不得上下船;
Ship berthed or anchored, close all gangway access, nobody can be on board and off board;
2、在不危及船舶安全的前提下,SSO应暂时停止船员的其他职责,按照本章“全船搜查(检查)行动部署”的要求,对限制区域进行全面或部分搜查(检查);
In premise not influence the security of vessel,SSO should  stop crew’s other duty and check the restricted area according to Searching all vessel plan’s requirement
3、船舶在航行时,应迅速启动“防海盗/武装盗匪袭击应变部署”。
In voyage, should start the  Muster list for defending piracy attacks / armed bandits
1、停止一切装卸作业;
Stop all loading and unloading work
