中国红十字会第九届理事会第三次会议8日闭幕。全国人大常委会副委员长、中国红十字会会长华建敏在闭幕式上说，要加快红会公信力建设，扩大红十字会的“知晓率”、“认同率”、“参与率”。

华建敏说，红十字文化是中国红十字会的“软实力”，关乎社会道德水平的提升。各级红十字会要深入开展红十字理论研究和文化研究，扎实有效地推动“红十字文化中国化”，把红十字会办成道德的实践场地和道德大讲堂，在全社会推动形成良好的道德风尚。

经表决，会议通过了中国红十字会2011年工作报告的决议案。会议还通过了中国红十字会总会2011年度财务收支情况报告的决议案。报告显示，2011年，中国红十字会总会实现财务收入59091万元，其中接受国内外组织和个人的捐赠折合人民币55848万元。2011年财务支出167940万元，其中资助支出折合人民币167858万元，主要用于国际国内救灾救助、健康服务、民生项目实施等。

此外，按照国务院关于财政拨款预决算情况应在财政部批复后及时向社会公开的要求，总会2011年度财政预算的批复情况此前已经向社会公布，2011年财政拨款收支决算也将在2012年财政部批复后向社会公布。
