中新网12月1日电 (能源频道 王珊珊) 近日，北方多地飘起雪花，冬季用电高峰期即将到来，“迎峰度冬”压力或将接踵而至。数据显示，今冬明春全国最多缺电4000万千瓦时。煤电价格矛盾日益突出，发改委终于在12月1日对电价进行调整，而这已是今年第3次电价上涨。

在发改委提供给中新网能源频道的相关材料中显示，近几年我国销售电价整体调整幅度较低，目前我国的工业电价居世界中等水平，而居民电价远低于国外其他国家。

中新网能源频道了解到，自20世纪70年代以来，就有国家开始对居民用电实行阶梯电价政策，有些国家还将阶梯电价执行范围扩大到工业、商业等用电户。相关数据显示，2010年，我国用电较少的三分之二的居民家庭只用了三分之一的电量，用电量最多的5%的高收入家庭消费了24%的电量。

今冬明春全国最多缺电4000万千瓦时

今年以来，受电力需求继续较快增长、水电减发和电煤供应偏紧、煤价过高等多种因素影响，华东、华中和南方电网大部分省市电力供应偏紧，有的省份电力供应缺口达25%以上。

今年第4季度，预计全国电力消费继续保持平稳稳定增长态势，全社会用电量增长13%左右。全年全社会用电量预计达4.7万千瓦时，同比增长12%左右。

由于火电亏损不断加剧，部分机组难以正常出力，加之主要水电厂可调水量、蓄能值同比下降30%~40%。

综合各种因素分析，今冬明春全国电力供需总体偏紧，部分地区持续偏紧，全国最大电力缺口在3000万-4000万千瓦时，主要集中在华中、南方和华东电网地区，同时，华北、西北一些火电上网电价偏低的省区也存在紧张的可能。

若电煤供需矛盾进一步加剧、而且出现持续低温天气，也不排除缺口加大的可能。

在当前部分电力企业亏损严重，储煤发电积极性不高的情况下，适当疏导煤电价格矛盾，有利于缓解发电企业经营困难，保障迎峰度冬期间电力供应。

发改委表示，今冬明春不少地区将面临不同程度的电力供应偏紧局面，特别是南方、华中等区域的部分省市和一些上网电价偏低的产煤省区，能出现持续性缺电，供需矛盾较为尖锐。

我国电价涨幅不及欧美国家电价涨幅一半

中新网能源频道了解到，2010年，全国省级电网平均销售电价(含税，不含基金与附加)为每千瓦时0.578元。其中，上网电价平均为每千瓦时0.394元；平均输配电价为每千瓦时0.160元(不含损耗每千瓦时0.023元)。若考虑电网企业代收的政府性基金及附加约每千瓦时3.1分钱，2010每电力用户实际承担的销售电价约每千瓦时0.609元左右。

发改委提供相关资料显示，由于能源价格持续上涨，欧洲各国2003-2010年间，工业电价年均上涨约6.53%，居民电价年均上涨约4.74%。相比之下，我国2003年-2010年间，我国销售电价累计每千瓦时上调约0.14元，年均上涨约3%。

2010年，我国工业电价平均为每千瓦时0.58元。据统计，同期美国、日本等26个国家和地区平均约为每千瓦时0.120美元，我国工业电价约为上述国家平均值的75.5%，处手中等偏下水平。分地区比较，为欧洲国家平均水平的70%，为日本的56%，但已比韩国、美国工业电价高，分别为韩国的132%，美国的127%。

2010年，我国居民电价平均水平为每千瓦时0.51元。工业电价承担了部分对居民电价的交叉补贴。

5%高收入家庭消费了24%的电量

据了解，20世纪70年代石油危机后，出于抑制能源消耗、促进节约、维护公平的目的，部分国家对居民用电实行了阶梯电价政策。目前，对居民用电实行阶梯电价政策的国家和地区，有美国、日本、印度、韩国、马来西亚、埃及、伊朗以及我国的香港和台湾地区等。有些国家还将阶梯电价执行范围扩大到工业、商业等用电户。多数国家采取阶梯式递增电价的形式。

中新网能源频道了解到，目前，我国浙江、四川和福建3个省份已对“一户一表”的居民用户用电实行阶梯式电价。其中浙江、福建分三档，四川分四档；第一档电量浙江省为50千瓦时，四川省为60 千瓦时，福建省为150千瓦时。

从用电结构看，我国的居民用电有占社会用电量比重较低、人均居民用电量较低、城乡差异较大、地区之间不平衡等特点。据统计，2010年，我国用电较少的三分之二的居民家庭只用了三分之一的电量：用电量最多的5%的高收入家庭消费了24%的电量。

浙江省于2004年开始实行居民阶梯式电价，分为月用电量50千瓦时及以下、51-200千瓦时和201千瓦时及以上3个阶梯。四川省于2006年实行居民阶梯式电价，分为月用电量60千瓦时及以下、61-100千瓦时、101-150千瓦时和151千瓦时以上4个阶梯。福建省于2004年开始实行居民阶梯式电价，分为月用电量150千瓦时及以下、151-400千瓦时和401千瓦时以上3个阶梯。阶梯式电价各档价差为：浙江省每千瓦时3分和7分；四川省8分、3分和5分；福建省每千瓦时2分和0.1元。
