中石油超越中移动盈利夺冠 国家电网终扭亏为盈

　　本报讯 （记者廖丰）《中央企业2010年度分户国有资产运营情况》昨天公布。国资委列出的102家央企运营数据显示，盈利榜前三名分别是中石油、中移动及中石化，而纳税榜前三分别是中石油、中石化和中海油。

　　中移动退居第二

　　数据显示，2010年，中石油以972.5亿元的归属于母公司的净利位居盈利榜榜首，较2009年（796.3亿）增收近300亿元。而2009年冠军中移动则退居第二名，盈利658.9亿元，较2009年减少137.4亿元。第三名中石化盈利也增长了123.2亿元，达516.4亿。中海油和国家电网分别排第四、第五名。去年，中央企业共实现净利润8522.7亿元，比上年增长42.8%。

　　国家电网扭亏为盈

　　值得一提的是，2010年国家电网打了一个“翻身仗”。2009年的央企运营数据显示，国家电网当年在108家企业中排名倒数第三，归属于母公司的净利润为-23.4亿。去年国家电网盈利扭亏为盈，净利润为324.4亿，归属于母公司的净利润308.4亿，2010年电力企业整体净利润为721.1亿。

　　宏源证券分析师赵曦告诉记者，两个年份盈利悬殊的主要原因在基础建设的投资成本上，国家电网2009年在国内外的投资建设达到了一个高点，而2010年上述投资下滑约20%。

　　今年恐难再辉煌

　　去年，亏损企业从2009年的9家减少为6家，不过2009年的倒数第一中国联通依然是“亏损冠军”。2009年，中国联通归属于母公司的净利润为-38.9亿，2010年该项目数字为-41.4亿，亏损有扩大倾向。国资委研究中心企业改革与发展研究部部长王志钢表示，上述亏损情况显示出2008年网通和联通合并后，各种历史遗留问题并未消化殆尽。

　　数据还显示，去年央企税收创下2003年以来新高。去年中央企业上交税金总额14840.4亿元（含石油特别收益金898.9亿元），比上年增长31.7%。

　　值得注意的是，王志钢以及天强管理咨询公司总经理祝波善等多位专家表示，2011年不景气的国际经济环境以及我国为应对通胀而采取的货币紧缩政策使企业和地方资金紧张，央企盈利将因此受到一定影响，要想取得去年般的辉煌成绩“恐不可能”。
