习近平在洛杉矶出席了当地政府为他举行的欢迎午宴并发表讲话。他总结这次访美行程认为已经取得圆满成功，并感谢美国副总统拜登的精心安排。他们还一起会见了前来出席第二届中美省州长论坛的代表。

在当地政府举行的午宴上，中国国家副主席习近平说他和拜登副总统分别接受两国元首的任务展开工作交往，建立了个人友谊和良好的工作关系。他特别提到去年拜登访华最后一天，他引用“何当共剪西窗烛，却话巴山夜雨时”期待再次相聚。很感谢拜登的精心安排，各项访问活动进展顺利且富有成果，两人又在加州的阳光下进行交流。他说很多中国人对加州和洛杉矶有美好的印象。这里生活着40万华人，是全美华人最多的城市。他透露父亲习仲勋也曾到访过当地。

习近平：“早在1980年，我的父亲作为广东省的省长就曾来过洛杉矶访问，还获赠了一把象征友好的洛杉矶市的钥匙。第二年洛杉矶市和广东省的省会城市广州市结为了友好城市，这也成为了我父亲任内印象最为深刻的一件事情。”

他说，洛杉矶是对华经贸交往的重要城市，有天时地利人和的优势，可以在中美地方合作中有更大作为，成为中美合作的天使之城。而这次访问让他对中美关系的未来充满信心。

习近平：“中美建设合作伙伴关系是时代的需要，是符合两国根本利益的正确战略选择。我们的决心是坚定地，信心是充足的，前景也是美好的。”

他随后还和拜登一起会见了两国的多位省长和州长，他说这次来的省长来自中国的东中西7个省份和与会的美国各州有很强的经济互补性。他自己曾经长期在地方工作，希望为他们搭建平台，促进两国地方合作特别是经贸合作。
