毕诗成：房价地价打架天下房奴瞪眼

　　23日，对于备受争议的“地价房价之间的关系”，国土资源部首次以数据给出回应。据该部调查：地价只占了房价的一小部分，全国平均比例约为23%。国土部副部长鹿心社称，中国的地价房价比低于欧美及亚洲近邻。他还表示，地价是影响房价的重要因素之一，但不是决定因素，决定房价的根本因素是供求关系。(6月24日《新京报》)

　　但是，在今年全国两会上，全国工商联的一项调查显示，房地产项目开发中，土地成本占直接成本的比例最高，达到58.2%。包括著名经济学家厉以宁教授在内的人士据此呼吁：要降房价，先要降地价。

　　所谓房价地价之间的“纠纷”，说到月球上去也纠缠不清楚。经济学家一再说，地价、税费和利润是构成房价的三大关键因素，而要想让房价下降，让利于民，只能是政府让利、国家让利、企业让利，但不管是政府和企业，显然都缺乏让利的动力。往根子上讲，不管是地方政府，还是房地产商，大家都不愿意公开房价成本。政府的很多乱收费、乱寻租现象屡见不鲜，据说开发企业一个项目办下来可能要和30来个政府部门打交道，甚至要盖160多个章子，对于这些纷纷伸出来的“小手”，它怎肯暴露于阳光之下？再加上一个个暴富的开发商对于自己的利润空间也讳莫如深，这些都导致了地价在房价高涨中的责任问题越发地说不清楚。但政府的公共责任是必须廓清的———就是不能因为地价、税费等原因，成为房价下调的“拦路虎”，而应该主动斩断与房地产商的利益纽带，主动让利于民，做催生房价下调的“领头羊”。

　　根据成思危带领博士生在北京、上海等地的房间模型实验，搞清楚房价构成不是想象中那么难的。关键是想不想搞清、能不能见光、要不要公开的姿态问题。房地产商与地方政府各自抱紧一根稻草相互叫苦、相互指责，这不叫公共博弈，充其量算作各为其利的狭隘吵架。对于这一幕，天下房奴们想要“拉架”却不得其门而入，只剩下寂寞地站在一旁干瞪眼。
