《环球时报》特派记者程刚、环球网记者张哲1月31日报道，中韩建交20年来，两国政府及民间在各个层面的交流不断加深，发展方向始终良好。但近年来愈演愈烈的渔业纷争，却成为妨碍两国关系发展的“绊脚石”。韩国当局及媒体总是以中国渔民“暴力抗法”、“对韩国海警挥舞凶器”为基调，将韩国执法者刻画为“弱势群体”，但有关韩国海警对中国渔船暴力执法、对中方船员施暴等一系列事实情况，却很难在韩国媒体上见到。今年1月17日，又有一艘中方渔船遭到韩国海警的扣押。据了解，韩方执法者是在没有发出任何停船警告的情况下登船，并野蛮殴打13名中方船员，致三人头破血流、昏迷不醒。

韩国海警无预警登船 13名中方船员遭毒打

隶属于浙江省温岭市钓浜渔场的“浙台渔运32066”号渔船于当地时间1月17日下午3点左右，在济州岛以南韩国专属经济海域（EEZ）内缘遭到韩国海警稽查。韩方执法人员在没有鸣笛或发出停船警告的情况下强行登船。登船后，他们并没有对船舶是否进行过“非法捕捞”展开检查，而是对船上包括船长在内的13名中国船员进行野蛮毒打。船长王小富、船员艾明和小闵等3人被当场打致昏迷。随后，韩国海警利用3002号巡逻船上的直升机将伤者送往济州医院。

据了解，13名中方船员均遭到了韩国海警毒打，甚至还有一名海警拔出手枪开枪示警，所幸没有击中船员。更恶劣的是，中方船员们被手铐铐住后，又遭到韩国海警轮番踢打。经过检查，他们都负有不同程度的伤情。

韩方声称中国船员“暴力抗法” 拒绝提供录像

事发后，韩国方面声称中国船员“暴力抗法”，但事实情况是，“浙台渔运32066”号渔船在遭韩国海警稽查当时，除了船长在开船外，其余船员都在睡觉。所以，韩国海警登船后迅速控制了驾驶室，并殴打船长。其余船员在听到动静后，也随即冲入了驾驶室。据记者了解，在整个过程中，中方船员根本没有对韩国海警有任何暴力行为。

据悉，韩国海警在实施稽查作业时均有录像。但当中国驻光州总领事馆方面要求韩方提供一手证据及资料时，韩国海警却拒绝提供任何信息。更蹊跷的是，韩国海警于本月24日要求中方船员配合他们做一次“现场模拟”，令船员们做出“抢夺海警手枪”等一系列动作，但遭到船员们拒绝。25日上午，一部分身着便衣的韩国海警和身穿制服的海警再次登船，并关上渔船驾驶室的门。在不让任何中方船员旁观的情况下，韩国海警自己做了一次“现场模拟”。

另一方面，“浙台渔运32066”号渔船的船东闻讯赶到济州后，向韩国海警方面缴纳了8千万韩元（约合人民币45万元）的“担保金”，并承担了所有船员的医疗费用。该渔船25日下午被允许离开济州，并于27日返回到浙江。
