　　和讯网消息 据外媒报道，欧盟主席范龙佩(Herman Van Rompuy)周一称，欧盟27个成员国中有25个都将签字同意建立永久性的援助基金“欧洲稳定机制”(ESM)。

　　范龙佩今天召开新闻发布会称，欧盟27个成员国中只有英国与捷克共和国不支持建立这个基金。他表示，在经过12个国家的批准后，该基金将正式生效。

　　“欧洲稳定机制”将取代现有的临时性欧元区援助基金“欧洲金融稳定机制”(EFSF)。

　　之前曾有一位欧盟官员表示：“欧盟领导人已经就引入ESM达成一致，但协议的签署将在日后进行。”另外两位欧盟官员对该消息予以确认。

　　欧盟起初计划于2013年7月引入ESM，但是德国敦促尽早引入该机制，以建立更为稳定的永久性基金，增强抵御欧元区主权债务危机的能力
