俄罗斯将于3月4日举行总统大选。1月12日，最强有力的总统候选人、前总统、现任总理普京正式启动自己的总统竞选网站，公布了竞选纲领草案。不过，他的发言人当天也宣布，普京将不会参加大选辩论，因为“太忙”。

网民可给普京留言

普京参加总统大选的门户网站www.putin2012.ru于12日中午正式开通。网站栏目包括竞选纲领草案、个人简介、兴趣爱好等。 网民可在“共同改变俄罗斯”专栏向普京留下个人建议。

当天，普京的发言人佩斯科夫表示，普京将不会参加大选辩论会，因为参加就意味着必须办理休假。不过，他可能会委托代表参加。

佩斯科夫说，“普京若参加电视辩论会就必须执行宪法所规定的条款——办理休假。他不会休假，将继续履行国家总理的职责……你们都了解，他每天的工作计划都很密集。”佩斯科夫称，花时间参加辩论“毫无疑问将妨碍普京履行总理职责。”

普京自2000年担任俄总统，卸任后出任总理以来，从未和任何竞选对手公开辩论过。

被批“占据”电视

普京拒绝参加大选辩论被其竞选对手指责。俄共领导人久加诺夫称，普京想搞一场不公平的大选。

“他不仅应该从总理职位上休假，更该正式同意参加公开的政治辩论。”久加诺夫说。

一名来自俄共的杜马议员奥布克霍夫则指责普京一方面不参加辩论，另一方面却“占据”了几乎所有的电视节目。

“在过去的20天，普京几乎占据了70%以上的电视节目。”奥布克霍夫说。

俄罗斯3月4日将举行总统选举。目前已经登记为候选人的包括普京、俄罗斯共产党领袖久加诺夫、自由民主党领袖日里诺夫斯基，以及公正俄罗斯党领袖米罗诺夫。独立参选人则需要提交至少200万份支持签名。（百千）

政治改革

成立行政法院专审民告官

普京建议成立行政法院专门审理公民对国家的投诉。草案说：“我们将确保政府对其所服务的社会负责。将成立切实的社会监督机制，在那些容易出现腐败和低效率的‘敏感和危险领域’监督政府，比如国家采购、道路建设、住房公共设施领域、司法领域等。”

军事目标

继续建设先进空军海军

竞选纲领草案说，普京若当选总统，将继续对俄罗斯武装力量进行现代化改造。草案说，俄罗斯武装力量应能应对各种外部威胁，为此需要先进战机和专业机动的军队及舰队。将对俄武装力量进行深度现代化改造。

经济发展

劳动生产力追赶主流国家

普京认为，效率低下是俄罗斯经济和社会未来十年面临的最严峻的挑战。竞选纲领草案说，俄罗斯在劳动生产力和能源效率方面落后于主流国家，仅为这些国家的1/2或1/3。草案称，将把劳动生产力翻倍作为俄罗斯未来十年战略目标之一。

对外关系

制定国际规则别想没俄罗斯

竞选纲领草案说，俄方赞成建设性合作以及在打击国际恐怖主义、控制武器、保障集体安全领域合作，但俄罗斯将对不顾俄方意见及利益的国际伙伴的单方面措施做出回应。国际政治和经济游戏规则不可能在瞒着俄罗斯或者绕过俄罗斯及其利益的情况下确定。（宗合）
