计生局长

会上大骂举报人

近日，宿迁多家论坛都出现了一个名为《宿豫区计生局长开会辱骂举报人为狗，为害群之马！》的帖子，帖子不仅有录音，而且有根据录音整理的文字。

网帖：职工举报局长遭辱骂

记者看到的贴子最早是由网友“喝茶的骆驼”于1月1日发到宿迁当地一论坛上的。

贴子中说，“江苏省宿迁市宿豫区人口和计划生育局局长，私分公款被职工举报，被宿豫区领导责令退回公款，并要处理这个局长，局长召开全局大会爆粗口，质疑举报人没有良知，没有道德，不讲道义，如同吃了肉还咬人手指头的狗，举报人为害群之马！”

在随后贴出来的根据录音整理的文字中，记者了解到，当时的年终奖是按照普通人员2400元，中层干部3600元，领导班子4800元的标准发放的。对于这个标准，该局长称，“局长就是局长，副局长就是副局长……局长拿工资本身就比普通工作人员多。”讲到激动处，该局长说出了“我给你肉吃，你把我的手指头也给咬掉了，你还有没有良心？还有没有良知？讲不讲道德？讲不讲道义？我们大家评评理！对不对？你不是伤害我们的感情吗？”

调查：这是去年8月的事

针对帖子中提到的宿迁市宿豫区计生局局长姓胡，胡局长做过老师后从政，做过乡镇党委书记，三年前调到宿豫区计生局做局长。对辱骂举报人一事，胡局长称，这完全是断章取义，是故意把标题写成那样。胡局长告诉记者，这还是去年春节时发的年终奖，年后被人举报，宿豫区纪委也进行了调查，他本人不仅被区领导批评还被诫勉谈话。2011年7月份，宿豫区计生局局领导和公务员已按照要求把奖金全退了回去。

去年8月8日，宿豫区计生局召开全局大会，胡局长在大会上就此事的处理情况向全局作了通报。就是在这次通报会上，他的整个讲话被录了下来。时隔4个月，这段录音及根据录音整理的文字被放到了网上。

对于发帖人的动机，胡局长称不愿猜测。该帖是否给他带来压力？对此，胡局长报以长时间的沉默。

回应：胡局长已作深刻检讨

对于此次事件，1月6日下午，宿豫区新闻办在宿迁论坛上发布了《关于网上反映宿豫区计生局长帖子的回复》（下简称《回复》）。

《回复》称“2011年7月，有人向区领导举报认为该局滥发奖金，区纪委经过调查认为区计生局在公务员实行阳光工资后，仍然发放年终奖，违反了有关规定，责令退回年终奖，对局长进行戒勉谈话。2011年7月29日，全体公务员违规领取的年终奖已全部退回。”对于网上出现的关于这次会议的录音和根据录音整理的文字，《回复》称“经查，胡某在向全体干部职工通报此事过程中，言语过激，用词不当，网上反映内容基本属实，但网贴标题与事实不符。”

《回复》称“元月2日上午，（宿豫）区里召开全区领导干部大会，区委主要领导在会上对此事进行了通报批评……同时，责成胡某向区委作深刻检讨，并在计生局全体职工大会上道歉。”见习记者 杨亦文
