　　欧洲联盟委员会主席若泽·曼努埃尔·巴罗佐16日说，除非在政策制定层面更整合、更体现纪律性，否则欧元区难以生存。

　　巴罗佐当天在欧盟议会发表讲话时说：“如果不更加整合，不更加显现一体化，不更加有纪律，我们没有能力维持共同货币。”

　　他说，一旦欧元区更加整合，更关注纪律，17个成员国共同发行债券、即“稳定债券”则会顺理成章。欧盟委员会定于本月晚些时候拿出与这种债券相关的提案。

　　“如果设计得当，这些债券将增强欧元区的金融稳定和财政纪律……进而在整个欧洲确保可持续增长和就业。”

　　欧元区第一大经济体、市场融资成本最低的德国先前坚决反对发行这种欧元区债券。但巴罗佐坚称，若要与不稳定对抗，有必要动用这一工具。

　　“没有奇迹般的解决方案。我们需要找到一些工具对抗当前欧洲的金融不稳定，”他说，“如果我们想保留共同货币，则需要更多共同的工具。”（蒋骢骁）
