      1.促进和激励学生的学习和创造性     教师利用他们擅长的专业知识,教学、学习和技术方面的知识,在面对面或者虚拟的环境中为学生的学习、创造及创新能力的发展提供有益经验。教师应该能够:(1)促进、支持学生创造性和创新性的思维和发现,并以身作则。(2)鼓励学生使用数字化的工具和资源探究真实世界、解决真实问题。(3)促进学生使用协作性的工具来思考,以揭示和澄清学生对概念的理解,思考、规划以及创造性的过程。(4)树立同学生、同事以及其它人在面对面或虚拟环境的学习中协同建构知识的榜样。


2.设计、开发数字时代的学习经验和相关评估工具     教师设计、开发和评价真实的学习经验和评估工具,借助现代化的工具和资源,在学生已有经验的基础上使学习更富成效,培养《面向学生的美国国家教育技术标准》(NETS•S)中规定的学生应具备的知识、技能和态度。教师应该能够:(1)设计或者改编可以将相关数字化工具及资源整合进来的学习经验,促进学生的学习和创造性。(2)创设信息技术丰富型的学习环境,在这个环境中所有的学生都能够追求个体的自主成长,并成为设定自我教育目标、管理自己学习过程、评估自己学习结果的积极参与者。(3)设计多样化及个性化的学习活动,以满足学生在学习风格、学习策略的不同以及使用信息技术和资源能力方面的差别。(4)为学生提供关于内容和技术标准的多样化的形成性或总结性评估,并使用评估报告中结论性数据引导学习和教学。


3.成为数字化时代工作和学习的典范     教师应展现出在全球化、数字化时代中作为创新的专业人员应有的知识、技能和工作过程。教师应该能够:(1)在技术系统中流畅地使用各种技术,并能够将现有知识迁移到新的技术、新的情景中去。(2)与学生、同事、家长及社区成员合作使用数字化工具和资源,支持学生有效学习和创新能力发展。(3)使用各种数字化时代的媒介和方式与学生、家长及同侪就一些信息和想法进行有效沟通。(4)成为有效利用现有的和新兴的数字化工具来寻找、分析、评价和使用信息资源以支持研究和学习的榜样。


4.提高数字化时代公民素养及责任意识并成为典范     在这个数字文化不断创新的历史进程中,教师应该知道区域性及全球性的社会问题和责任,并在教学活动中展现出符合法律和道德的行为。教师应该能够:(1)提倡、示范并讲授安全地、合乎法律和道德规范地使用数字化信息和技术,包括尊重版权、知识产权以及资料的恰当来源。(2)按照“学习者中心”策略的要求,为所有的学生根据其不同的需求提供平等地使用合适的数字化工具及资源的机会。(3)示范并促进学生养成与使用技术和信息相关的网络礼节和负责任的社会交互行为。(4)通过使用数字化交流、协同工具,在与不同文化背景的同侪及学生进行交流过程中示范并发展学生对不同文化的理解和全球意识。


5.注重专业能力和领导力的发展     通过促进和展示高效应用数字化工具和资源,教师持续不断地提高自身专业实践,示范终身学习,在学校和专业圈子中展现领导力。教师应该能够:(1)参与当地或全球性的学习型社区,探索创造性的应用信息技术以提高学生的学习水平。(2)通过对引入新技术的远景预测、共同参与决策、学习型社区建设、提升他人的信息技术水平和领导力来展示自身的领导力。(3)定期对当前相关研究及专业实践做出评价和反思,以便更好地利用现有的及新兴的数字化工具和资源支持学生的学习。(4)为卓有成效的、充满活力的、不断自我更新的教育事业及学校和社区做出贡献。


2008教师标准对教师提出了更新的、更高的要求,与2000标准相比,主要有三个不同点:


1新版教师标准更加精练整合。由原来的6类23条指标缩编为5类20条指标。主要体现在2000版“学习环境与学习过程规划和设计”、“教学、学习和课程”、“评估与评价”三类标准的指标被整合为“设计、开发数字时代的学习经验和相关评估工具”一类标准,在指标的编排上逻辑更加清晰,内容更加简洁。


2新版标准更强调激发学生的创造性和技术的创新应用。主要体现在将2000版“技术操作与概念”第一大类标准弱化为新版“成为数字化时代工作和学习的典范”第三大类标准下的一条指标,而将全新的“促进和激励学生的学习和创造性”作为第一大类标准,可见技术概念的掌握与技术操作已成为每位教师必备的背景性知识与技能,而将创造性提到了空前重要的程度。


3新版教师标准突出领导力的概念。相对于2000版标准,新版标准不仅强调教师的终身学习和专业发展,更强调教师应该在群体中发挥专业领导力的影响——通过对引入新技术的远景预测、共同参与决策、学习型社区建设、提升他人的信息技术水平和领导力来展示自身的领导力。这对于学习型学校的建设、教师团队的共同进步有着至关重要的作用,无疑也对新时代的教师提出了更高的要求。


NETS for Teachers 2008

1. Facilitate and Inspire Student Learning and Creativity  

Teachers use their knowledge of subject matter, teaching and learning, and technology to facilitate experiences that advance student learning, creativity, and innovation in both face-to-face and virtual environments. Teachers:

  a. promote, support, and model creative and innovative thinking and inventiveness. b. engage students in exploring real-world issues and solving authentic problems using digital tools and resources. c. promote student reflection using collaborative tools to reveal and clarify students' conceptual understanding and thinking, planning, and creative processes. d.

model collaborative knowledge construction by engaging in learning with students, colleagues, and others in face-to-face and virtual environments.

2. Design and Develop Digital-Age Learning Experiences and Assessments  

Teachers design, develop, and evaluate authentic learning experiences and assessment incorporating contemporary tools and resources to maximize content learning in context and to develop the knowledge, skills, and attitudes identified in the NETS•S. Teachers:

  a.

design or adapt relevant learning experiences that incorporate digital tools and resources to promote student learning and creativity.

b. develop technology-enriched learning environments that enable all students to pursue their individual curiosities and become active participants in setting their own educational goals, managing their own learning, and assessing their own progress. c. customize and personalize learning activities to address students' diverse learning styles, working strategies, and abilities using digital tools and resources. d.

provide students with multiple and varied formative and summative assessments aligned with content and technology standards and use resulting data to inform learning and teaching.

3. Model Digital-Age Work and Learning  

Teachers exhibit knowledge, skills, and work processes representative of an innovative professional in a global and digital society. Teachers:

  a. demonstrate fluency in technology systems and the transfer of current knowledge to new technologies and situations. b.

collaborate with students, peers, parents, and community members using digital tools and resources to support student success and innovation.

c. communicate relevant information and ideas effectively to students, parents, and peers using a variety of digital-age media and formats. d.

model and facilitate effective use of current and emerging digital tools to locate, analyze, evaluate, and use information resources to support research and learning.

4. Promote and Model Digital Citizenship and Responsibility  

Teachers understand local and global societal issues and responsibilities in an evolving digital culture and exhibit legal and ethical behavior in their professional practices. Teachers:

  a.

advocate, model, and teach safe, legal, and ethical use of digital information and technology, including respect for copyright, intellectual property, and the appropriate documentation of sources.

b. address the diverse needs of all learners by using learner-centered strategies providing equitable access to appropriate digital tools and resources. c.

promote and model digital etiquette and responsible social interactions related to the use of technology and information.

d.

develop and model cultural understanding and global awareness by engaging with colleagues and students of other cultures using digital-age communication and collaboration tools.

5. Engage in Professional Growth and Leadership  

Teachers continuously improve their professional practice, model lifelong learning, and exhibit leadership in their school and professional community by promoting and demonstrating the effective use of digital tools and resources. Teachers:

  a.

participate in local and global learning communities to explore creative applications of technology to improve student learning.

b.

exhibit leadership by demonstrating a vision of technology infusion, participating in shared decision making and community building, and developing the leadership and technology skills of others.

c.

evaluate and reflect on current research and professional practice on a regular basis to make effective use of existing and emerging digital tools and resources in support of student learning.

d.

contribute to the effectiveness, vitality, and self-renewal of the teaching profession and of their school and community.
