在内地，去年下半年以来，中央与地方的干部交流任职强力推进。截至目前，无论是通过公开遴选进入中央国家机关的基层公务员，还是离京赴地方任职的京官，多已履新就位。令国人耳目一新的是，中央与地方干部任职交流已形成制度，并在华夏大地逐渐扩展。
选官应当“五湖四海”
对中央与地方干部交流，公众与媒体纷纷报以好评。依笔者之见，“五湖四海”为官也是显而易见。
一个国家特别是像中国那样幅员辽阔、有十三亿人口的泱泱大国，无论是从推进现代化建设角度，还是确保政令畅通的要求，都需要着眼“五湖四海”选官。
“我们都是来自五湖四海，为了一个共同的革命目标，走到一起来了。”这是毛泽东在战争年代的1944年9月8日写下《为人民服务》一文中发出的呼唤。时间尽管已过了67年，然而，“五湖四海”的声音一直在华夏大地回荡。事实上，在历届中央领导人谈及干部问题时，都少不了要提“五湖四海”要求。近年来，中国不少地方面向全国招聘人才，使地方官员任职不断出现外来生力军，有力推进地方改革开放事业。
“五湖四海”对立面是山头主义和派系主义。多年来，一些地方官员选人用人，眼睛习惯盯住身边人与熟人，尤其喜欢经自己扶一把或在自己手下成长起来的人。
平心而言，选拔自己身边人或熟悉人也不是一无是处，其中也有不少在改革开放中为人民干出了业绩做出了贡献，赢得了人民的称赞。由于种种原因，官员通过“谪系”产生，往往也会伴随负面因素出现。
中共强调“五湖四海”选官员，旨在纠正山头主义陋习。应该肯定，“近亲繁殖”并不是官员的普遍爱好，但是在不良氛围污染下，一些身居领导岗位的官员逐渐失去了理智，“近亲繁殖”也逐渐成为事实。因此，避免这种消极现象已成了时下地方党政工作要时常警醒的议题。
“三门干部”弊端显见
时下，各地出台监督选官、拍卖资产、财务管理等方面的措施尽管种种，但是监督总离不开监督人的素质觉悟。只有具备强烈责任感、忠于职守的人才可能把监督工作落到实处。而由私心杂念重的人进行监督，监督就可能成为一句空话。为此，适当调整人们的工作环境，解除人们某些沾亲带故的负累，是防止负面因素出现的一个制约性措施。因此，对班子的组成、官员的构成坚持搞“五湖四海”也不失为一个合理有效的选择，有其独特的积极意义。只有搞“五湖四海”，才能把方方面面的人才凝聚起来，才能有效有力地抵制和避免“近亲繁殖”与“小国之君”的旧习惯，才能鞭策官员努力学习，开动机器，发展大好形势，干出成绩。
还应看到，改革开放之初，政府官员着重学历，客观上导致“三门干部”急剧增多。而“三门干部”的弊端也是显而易见：脱离实际，脱离群众，对社情民情把握不准。而今，通过交流，使中央部门官员真正体验什么是基层，什么才是中国民情；地方官员进京任职则有利于地方干部增强国家观念和全局观念。
中国努力推进官员任职交流，“五湖四海”格局为中国未来改革开放事业奠定了干部基础，令人倍感欣慰。(冯创志)

文章说，“公推直选”即以公开推荐、公开选拔、直接选举方式产生党职领导。继中共十六大提出“改善和完善党内选举制度”、“逐步扩大基层党组织领导班子成员直接选举的范围”后，中共十七大进一步对“公推直选”做出阐述。
文章关注内地传媒报道称，今年多个地区都在推进乡、镇一级党委公推直选试点，在全国村(小区)普及的基础上更进一步，“表明基层党内民主已逐步向上生长”。
